Greenfield Baneasa Neighborhood's Platanilor Boulevard Usage and Traffic Regulations

REGULATIONS Use and Circulation on Platanilor Boulevard in Greenfield Baneasa Neighborhood as of February 1, 2025

I. GENERAL PROVISIONS

1. This regulation („Regulation”) establishes the method for managing and using Platanilor Boulevard within the Greenfield Baneasa Neighborhood, ensuring a safe and orderly environment for all residents and visitors.
2. By accessing the Boulevard, all drivers hereby consent to fully comply with these regulations, acknowledging Impact SA's authority in managing this space.
3. Bulevardul Platanilor is a private property of Impact Developer & Contractor S.A., and vehicle access will only be granted in accordance with these operating regulations, in order to maintain order and safety.
4. Impact Developer & Contractor S.A. aims to ensure drivers comply with traffic and parking regulations within the Greenfield neighborhood and does not permit vehicle parking:

• at the entrances, so as not to block access to buildings and homes;
• in the right of way for pedestrian or vehicle access to ensure free and safe passage for pedestrians and vehicles;
• over the entire surface of Platanilor Boulevard, which serves as an access road for all residents, to maintain traffic flow and accessibility.

II. PARKING REGULATIONS

1. Vehicle parking is permitted only in designated and marked spots and not on Platanilor Boulevard, in order to avoid traffic obstruction and ensure efficient use of space.;
   The tenants understand and accept that the use of the aforementioned parking spaces, which are not subject to their individual ownership, does not constitute a right, but rather a facility offered by Impact Developer & Contractor S.A. Thus, they will not be able to invoke any right over these parking spaces against third parties who occupy them beforehand.
2. Impact Developer & Contractor S.A. is not responsible in any way for the security of vehicles parked on the Boulevard or its sidewalks, the responsibility for vehicle security resting with their owners.;
3. The driver will maintain cleanliness on the Boulevard and will not store any materials in its area, thus contributing to a clean and pleasant environment for all residents.;
4. The driver will not perform maintenance or repair work on vehicles on Platanilor Boulevard.
5. All current traffic regulations and rules on public roads also apply to Platanilor Boulevard, thus ensuring proper and safe road behavior;
6. Access is prohibited for agricultural machinery, industrial vehicles, trucks, car transport trailers, animal-drawn vehicles, and all transport vehicles exceeding 3.5 tons, with the exception of those carrying out authorized activities (sanitation, maintenance), in order to protect infrastructure and maintain safety.;
7. The maximum permitted speed for cars is 10 km/h to prevent accidents and ensure the safety of pedestrians and other road users.;
8. Impact Developer & Contractor S.A. bears no responsibility for the integrity of parked vehicles or the property within them, and is not liable for damages caused to vehicles due to actions or inactions attributable to other persons.;
9. Any damage caused to one's own vehicles, as well as to other vehicles or installations, by drivers during movement or while stationary will be borne by those at fault, excluding the liability of Impact Developer & Contractor S.A.;
10. For any damages, theft, or fires to vehicles parked on Platanilor Boulevard, Impact Developer & Contractor S.A. is not civilly or criminally liable;
11. The driver will comply with the specific PSI regulations and will be directly liable for any damages caused.;
12. Vehicles on a mission or belonging to emergency services, such as police, fire departments, ambulances, natural gas emergency responders, municipal enforcement officers, etc., will have access if they are during a mission or intervention;
13. Pedestrian traffic is prohibited in the vehicle access/egress area to/from the Boulevard to prevent accidents and ensure an orderly traffic flow.

III. VIOLATIONS AND SANCTIONS

1. Impact Developer & Contractor SA will inform the competent state authorities of any violations of these Regulations or traffic rules for the application of sanctions in accordance with the law.
2. The following acts constitute contraventions:
   a) The driver's refusal to remove the vehicles from Platanilor Boulevard;
   b) Destruction, damage, and vandalism of the Boulevard;
   c) Parking the vehicle in violation of the parking space markings;
   d) Parking of vehicles whose maximum authorized mass exceeds 3.5 tons;
   e) Exceeding the maximum permitted speed;
   f) Honking or making any other noises with the alert systems with which vehicles are equipped, except in situations that require their use (emergencies);
   g) Broadcasting music from vehicles, excessive revving of engines, or producing any other noises that may disturb the peace of residents;
   h) Organization of car and/or motorcycle races;
   Washing vehicles on Platanilor Boulevard, on sidewalks, parking spaces, or other areas of Greenfield Neighborhood, except for areas exclusively set up for this purpose.
3. In the event that drivers refuse to comply with these regulations, Impact Developer & Contractor S.A., as the owner, reserves the right to block vehicles found parked and to request a €100 unlocking fee plus €50 in towing expenses.
4. Abandoned vehicles that obstruct normal traffic flow or endanger activities within the Greenfield neighborhood will be evacuated by Impact Developer & Contractor S.A., in accordance with the law, at the expense of the vehicle owner. The owner will subsequently bear the costs of towing and/or storage of the vehicle.

This Regulation shall enter into force on 02/01/2025 and is supplemented by the provisions of the Internal Regulations.
